Short answer: yes for sealing, no for insulation. It is worth knowing which problem you actually have before you reach for the heat gun.
The hack works when the boot has gone loose or is letting water into the plug well. A length of adhesive-lined 3:1 shrunk over the boot and the last inch of lead pulls the boot back down tight, and the adhesive inner wall melts into the rubber and seals the top of the well against moisture. That is a real repair and it holds up.
It does not fix a boot that is arcing. Ignition leads carry roughly 20,000 to 40,000 volts. HELIXAL™ tubing is rated 600V AC rms — that is a wiring rating, three orders of magnitude below ignition voltage. Heat shrink is not a dielectric repair for a breaking-down boot, and no heat shrink on the market is. If you can hear it ticking or see a blue trace in the dark, replace the lead.
Heat is the other limit. Our polyolefin is rated for continuous service from −55 °C to 125 °C. The lead and the upper part of the boot sit inside that on most engines; the bottom of the plug well, right against the head, does not on a hot motor. Shrink over the boot body and the lead — not the collar that seats on the plug itself.
A typical automotive plug boot measures 20–25 mm across the body, and the lead above it is 7–9 mm. Tubing is sold by its supplied diameter — the size before you heat it — so you pick a size that slides on, then it recovers down onto the part.

3:1 matters here. A 2:1 tube that fits over a 25 mm boot can only close to about 12 mm, so it never grips the narrower lead above it. The 3:1 closes from 25.4 mm to 8.4 mm, which is what lets one piece span the boot and the lead and seal across the step between them.

Heat gun only. An open flame scorches polyolefin and it will crack at the next heat cycle. The same technique applies across automotive heat shrink work.
Adhesive-lined tubing is designed not to come off. Once it has sealed to the boot, that lead is effectively a single part — you will be cutting it off at the next plug change, not sliding it back. That is fine on a lead you were replacing anyway, and it is the point on a boat or a bike that lives outdoors. It is a nuisance on an engine you service every season. Single-wall 2:1 is the reversible choice if you want the tidy-up without the commitment.

Yes. Heat shrink over the lead and the boot body is a standard way to tighten a loose boot and seal the plug well against water. Keep it off the collar that seats against the plug, where temperatures exceed the tubing’s 125 °C rating.

3:1. A 2:1 tube large enough to pass over the boot cannot close down onto the narrower lead, so it leaves a gap exactly where water gets in. 3:1 spans both.
Yes — it is the part that does the sealing. Without it you have a sleeve that keeps its shape but still lets water track down inside. The adhesive melts and flows into the rubber, and the bead at each end is your proof it worked.
Not easily. Adhesive-lined tubing bonds to the boot and is normally cut off. Use 2:1 single wall if you want it reversible.
